平衡矛盾的结果，是把李德林派到最难管理的七家乡当代理书记。七家乡是个典型的烂摊子，债台高筑、内讧频繁、告状不断。李德林使出浑身解数，装傻充愣、移花接木、软硬兼施，再加上他的正直和善良，才逐渐找到了做一把手的感觉，终于使这个乡有了起色……。
