1947年春，胶东解放区龙王岛解放伊始，岛上人员鱼龙混杂，敌我难辨，而我山东战场军火短缺，形势危急。地下党员刘三嫂和中共龙王岛区委书记兼区长叶洪山，接上级胶东军区武装部副部长于德海指示，以办渔业供销社之名，实施“海葵行动”，暗中组织艄公协助军火运输线。恰逢日伪残余势力、海匪渔霸迟龙章计划反攻龙王岛，派出亡命海盗李忠祖“诈死”回岛，组织暗杀排制造恐慌，妄图乱中夺岛。。Morse finds himself the subject of a murder investigation when his friend, Beryl Newsome, is murdered at a rehearsal of the Magic Flute and he foolishly touches the murder weapon.
